Only hours after standing with Kim on the peak of a volcano that's at the heart of Kim dynasty propaganda, Moon told reporters in Seoul that he will be carrying a private message from Kim to Trump about the nuclear standoff when he meets the us president in NY next week on the sidelines of the U.N. General Assembly session.
The statement came after the North's leader Kim Jong Un agreed to make a historic visit to Seoul soon and close a missile testing site in front of global inspectors in a meeting with the South's President Moon Jae-in.
David Maxwell, a retired Army colonel who served in South Korea and is now a fellow at the Foundation for Defense of Democracies in Washington, cautioned that Kim's objective is to weaken the U.S.
And the two Koreas, he said, 'will file a joint bid to host the 2032 Olympics.
Secretary of State Mike Pompeo on Wednesday invited North Korean Foreign Minister Ri Yong Ho for talks in NY next week, during the annual gathering of world leaders at the United Nations.
A summit in Seoul would have much deeper diplomatic weight than those that have come before, requiring South Korea to prepare a lavish welcome that could match Moon's reception this week in the North. Moon was treated to Pyongyang streets filled with tens of thousands of cheering residents.
However, the joint statement appeared to fall short of the major steps many in Washington have been looking for - such as a commitment by Kim to provide a list of North Korea's nuclear facilities, a solid step-by-step timeline for closing them down, or an agreement to allow worldwide inspectors to assess progress or discover violations.
It would be the first such trip by a North Korean leader since the Korean War ended in an armistice, leaving the peninsula divided and technically still in a state of war, and Moon said the historic journey could happen later this year.
But more eye-catching to Washington was his promise to dismantle a missile engine-test facility and a missile launchpad in northwest North Korea that have been essential to the country's development of intercontinental ballistic missiles, and invite outside experts to watch.
Moon Jae-in lands in North Korea with agenda - ‘irreversible, permanent peace’
Ambassador to the United Nations Nikki Haley accused Russian Federation on Monday of "cheating" on U.N. sanctions on North Korea. North Korea has long maintained that its nuclear program is aimed at coping with what it calls USA military threats.
The January 2021 target date was the most specific deadline in what is expected to be a long, drawn-out process.
The United States said it was ready to resume talks with North Korea after Pyongyang pledged on Wednesday to dismantle its key missile facilities and suggested it would close its main Yongbyon nuclear complex if Washington took unspecified actions. He said he would discuss with Trump his and Kim's goal of declaring an end to the Korean War by the end of this year.
"The North Koreans have always held out launches as their right as a sovereign nation".
One possible concrete outcome of this latest Moon-Kim summit is a "liaison office" between Seoul and Pyongyang, the first such permanent communication link between the two governments in more than half a century. "The United States sees that for what it is, and we are not certainly removing any troops from South Korea until such time as [there are] no nuclear weapons and no ballistic missiles in the North". -South Korea joint live-fire military exercise, at a training field near the demilitarized zone separating the two Koreas in Pocheon, South Korea, April 21, 2017. The US sees North Korea's nuclear weapons as a bargaining chip for dropping sanctions, but North Korea sees its nuclear weapons as a bargaining chip for maintaining the regime's security.
Is North Korea's timeline denuclearise for real?
Many believe Mr Trump may agree to a second summit with North Korean leader Kim Jong Un and it may possibly take place even before the Nov 6 mid-term elections in the United States. The ventures have the potential to violate global sanctions imposed on North Korea.
Moon on Wednesday night gave an emotional speech in front of 150,000 North Korean citizens at Rungrado 1st of May Stadium. Lindsey Graham, a Republican from SC, who tweeted that he was concerned the visit would undermine efforts by Secretary of State Mike Pompeo and UN Ambassador Nikki Haley to impose "maximum pressure" on the North. "In this way, we could maintain the current momentum for peace and expand peace on the Korean peninsula to the whole region", Do said. "If there is a grand bargain on the Korean peninsula, it's going to be in the next few weeks".
The joint statement from the summit stipulates his commitment to a "verifiable, irreversible dismantlement" of the nuclear programs, and ending the war would be a first USA reciprocal step, Moon said.
