The North Korean establishment has accused the United States of "double-dealing" and "hatching a criminal plot" against Pyongyang, after Washington abruptly cancelled a scheduled visit by U.S. Secretary of State Mike Pompeo. The proposed office comes under an agreement reached by South Korean President Moon Jae-in and North Korean leader Kim Jong-un when they first met in the border village of Panmunjom on April 27.
His most recent visit to Pyongyang in early July was seen as a failure that included a snub from Kim Jong Un, who reportedly visited a potato farm instead of meeting with the top US diplomat.
"If I were President Trump, I would not let China use North Korea to back me off of the trade dispute".
Trump told Reuters on Monday he believed Kim had taken specific steps toward denuclearization and that they would "most likely" meet again. Lindsey Graham (R-S.C.) said he believes that China is behind North Korea's latest shift in tone.
Japan's "isolation" amid the engagement with Pyongyang has been a central theme in North Korean state media, which has derided Japan as an "old phonograph record" spouting "gibberish" and repeatedly ridiculed Tokyo's "disgrace and shame" at being left on the sidelines of diplomatic efforts.
"The continuation and further development of the Democratic People's Republic of Korea's (DPRK) nuclear program and related statements by the DPRK are a cause for grave concern", said a report by the International Atomic Energy Agency (IAEA), using the initials of North Korea's official name.

This sort of comment reflects considerable mistrust in North Korea, which grows substantially when the United States starts backing away from diplomatic channels.
Some analysts suggest Trump's move may be a negotiating ploy. On Friday, just hours before Pompeo was supposed to leave, President Trump tweeted that the trip was off. In May, Trump announced he was calling off his planned summit with Kim, citing Pyongyang's "open hostility", only to reverse himself eight days later.
