However, the German at the time was on a fast lap and in just a few seconds blocked the result of Bottas, setting a new track record in the "Hockenheim".
The Mercedes one-two finish, after Bottas finished behind Hamilton in second, has helped the Silver Arrows to reclaim top spot in the constructors' championship too.
Whiting said the stewards would have to decide whether Hamilton had acted in an unsafe manner or not.

Taking to social media after his win, Hamilton claimed that pundits in F1 had "undermined" him despite the manner of his race.
Mercedes said in a statement that the 28-year-old, who joined the team last year after 2016 champion Nico Rosberg retired abruptly, was confirmed for 2019 with an option for 2020.
"It was the most confusing thing", Hamilton said, recounting his team's orders. When racing got back underway, Bottas challenged Hamilton for the lead on the run through Turns 7 and 8 before being told to stick with second.
"It is a very hard call because on the one side you want to optimise the result and that is what you need to do, but on the other side you need to give both drivers a chance to win the race", said Wolff.

Pole-sitter Vettel had been in control of his home race, and looked destined to increase his title advantage over Hamilton before a late rain shower ensured a spectacular end.
But, it was the rain and the safety auto towards the end, that made sure the race ended in a dramatic fashion and changed the entire course of this competition. He is 66 ahead of fourth-placed Bottas. But on lap 42, Hamilton's rubber was in tatters and he had no option but to stop.
It was yet another blow to an already crestfallen Hamilton, who now faces the real danger of losing further ground in their championship tussle.
