Initial 911 call in officer-involved shooting traced to Windsor

Officer Morton and Waters were both killed in the shootout and two other officers were injured.

"I am at a loss for words right now", Brittany Seabaugh stated.

A SWAT team entered the home after midnight to find Waters dead inside.

Morton, who joined the Army in November 2005 and was twice deployed, returned in May 2014 from Afghanistan, where he served as a bridge crew member and radio communications manager, The Kansas City Star reported.

Multiple agencies, including Clinton PD, Henry County Sheriff's Department, and Missouri State Highway Patrol SWAT Team responded. For reasons that authorities are still trying to determine, the officers were sent to the Clinton home instead of the home from where the call was made, which was about 15 miles (24 kilometers) away in Windsor.

"They ended up going inside the residents in an attempt to apprehend the suspect", said Sgt. Bill Lowe, Missouri State Highway Patrol.

A source, who asked to remain anonymous, lived down the street from Morton and told Heavy the suspect's home was a "known drug house". After the shooting stopped, the rest of the officers entered the home and found the shooter dead.

Officer Nathan Bettencourt is recovering from gunshot wounds and a surgery at a hospital here in Kansas City.

"It's a small department", Sgt. Bill Lowe said, according to Fox News. He attended Knob Noster High School and later studied at the University of Central Missouri.

In November, Waters was arrested in Harrisonville for unlawful possession of a firearm and possession of a controlled substance. He has been identified by the Missouri State Highway Patrol as James E. Waters, 37, of Clinton.

When authorities reached the Clinton residence, they encountered a woman, Tammy Widger, who said there was nothing wrong and she was the only one home, Lowe said. Three officers were shot responding to the scene.

Autopsies on the officer and suspect are pending. They then regrouped so they could go back into the house.

The shooter is believed to be barricaded inside of a home.

Morton, a twice-deployed veteran who joined the Army National Guard in 2005, took a temporary break from full-time policing a year ago to take a job with Veterans Affairs in the Kansas City area, although he remained a reserve officer in Clinton. "Certainly when Officer Michael was killed on August 6 of previous year it was just devastating to our community, and these things as we've said then and I'll say it again, they just don't happen in small towns like ours".
