William Atchison shot dead Casey Jordan-Marquez and Francisco Fernandez at the Aztec High School in Aztec, New Mexico, on Thursday (7 December).
A former Aztec school board member who went by the scene shortly after it unfolded and said this is absolutely unheard of in their small community.
Wade said the Federal Bureau of Investigation interviewed Atchison and his family but it closed the case because the man did not have a gun and did not commit a crime.
"He had no chance to survive the encounter", Kassetas said about Fernandez.
Police have not disclosed the shooter's identity, however, they have confirmed that hes a man. Authorities also would not confirm whether or not the shooter was a student or if there was a motive.

Authorities today called Atchison a "coward" and said the shooting was a "planned event", which the suspect allegedly wrote out. He fired multiple rounds to the wall, but did not hit anyone.

Substitute teacher Kathleen Potter had 16 students in a classroom with her at Aztec High School in Aztec, about 180 miles northwest of Albuquerque, when she heard the shooting, according to police.
The Mail Online reported that he had discussed what weapons might be used in a mass shooting, but FBI Special Agent Terry Wade said: "It was not a specific threat, it was not about Aztec, in particular".
